Minimum container opening altitudes above the ground for skydivers are:
1. Tandem jumps—4,500 feet AGL [E]

2. All students and A-license holders—3,000 feet AGL [E]

3. B-license holders—2,500 feet AGL [E]

4. C- and D-license holders—2,500 feet AGL [S] (waiverable to a minimum altitude of 2,000 feet AGL)

and

1. Areas used for skydiving should be unobstructed, with the following minimum radial distances to the nearest hazard: [S]

a. solo students and A-license holders—100 meters

b. B- and C-license holders and all tandem skydives—50 meters

c. D-license holders—12 meters

Other Notable Changes at the last USPA BOD meeting
New BSR: The use of any extendable or fixed-pole camera mount, attached or handheld, by a tandem instructor or tandem student is prohibited.
USPA Raises Minimum Age to 18
New Basic Safety Requirement: Effective May 1, all first-time skydivers in the U.S. must be 18 years of age or older. All student skydivers who have made a skydive prior to May 1, 2014, must attain an A license by December 31, 2014, in order to be exempt from this rule. All licensed skydivers under the age of 18 are exempt from this rule. For skydivers jumping outside of the U.S., USPA will issue licenses only to those 16 or older.
