Larry,

This is what has been presented to me, you have more experience then me on
this but sounds like we have to follow part 105 accordioning to this FSDO.


AC 105-2E

  g. Water Safety Equipment. Flotation gear should be worn whenever the
intended exit point or landing point of a skydiver is within 1 mile of an
open body of water.
